I've heard nothing about this French design project since this article was uploaded by Guy Hocking in 2010. It may have already been several years old by then; we have no way of telling because Guy didn't even tell us which magazine this article appeared in, let alone which year it was published! I presume it was in Moto magazine
Anyway, the title reads 'The motorcycle of the new Millennium'. The opening paragraph immediately below says:
"When two engineers from the UTT in Troyes combine their ideas and their passion a revolutionary machine is born which will revolutionise motorcycling by combining the best of the car and the motorcycle. Somewhat in the spirit of the Swiss Ecomobile, but much less demanding to drive, and the BMW C1, this French vehicle opens up an interesting market, much larger than that for the traditional bike."
